The ETF tax manoeuvre the IRS is targeting was only ever for the very rich: creating an ETF costs $200,000 to $300,000, advisers say you need $25 million to $100 million in appreciated stock to bother, and some $22 billion of such ETFs had been created, deferring up to $6.5 billion in gains.
