The outsiders Mark Carney would not name have been named by others: the US Treasury Secretary has called Alberta, home to the world's fourth-largest proven oil reserves, a 'natural partner', and the separatist group's leaders have held several meetings at the State Department; the separatists say American interests play no role until they win, and with more than 450,000 ballots already cast early, Carney says turnout will decide Monday's vote.
